In 2008, the Institute of Medicine noted that patient care should be based on the conscientious, explicit, and judicious use of current best evidence. A year later, the Institute of Medicine defined Comparative Effectiveness Research as the generation and synthesis of evidence that compares the benefits and harms of alternative methods to prevent, diagnose, treat, and monitor a clinical condition or to improve the delivery of care. 9
